Turkish citizenship eligibility for Pakistani applicants
Eligibility for Pakistani Applicants

Yes, Pakistanis Can Apply Under Turkish Law

Pakistani citizens can apply for Turkish citizenship when they meet the conditions of an available legal route. Investment is one option, but citizenship may also be based on marriage, qualifying residence, descent or another ground recognised under Turkish law.

Nationality alone does not guarantee approval or prevent an application. The result depends on the legal basis, identity and family records, investment or residence evidence, security and public-order review, and the complete official assessment.

The official Turkish Citizenship Law No. 5901 sets out the principal routes and conditions. Applicants should identify the correct route before buying property, transferring funds or preparing route-specific documents.

Who Is Eligible to Apply from Pakistan?

A Pakistani national may submit an application when a recognised legal ground applies. The most important distinction is between being eligible to apply and being guaranteed citizenship. Completing an investment, marriage period or residence period does not remove the government's authority to review the applicant and supporting evidence.

Eligibility question Practical answer
Can Pakistani citizens apply? Yes, when they qualify under a recognised citizenship route
Is investment compulsory? No; marriage, residence, descent and other grounds may apply
Does meeting a threshold guarantee approval? No; the complete applicant and route file remains subject to official review
Can family members be included? Eligible family members may be included under the rules of the selected route
Must the applicant move permanently first? Not for the exceptional investment route, although required procedural stages must be completed

The wider Pakistan-focused overview is available at Turkish Citizenship for Pakistanis.

Main Routes Available to Pakistani Applicants

Exceptional citizenship by investment

This route may suit applicants who complete a qualifying real estate, capital, deposit, bond, fund, pension or job-creation investment and obtain confirmation from the responsible Turkish authority.

Citizenship through marriage

Marriage to a Turkish citizen does not provide citizenship automatically. A foreign spouse who has been married to a Turkish citizen for at least three years and whose marriage continues may apply, subject to family-unity, national-security and public-order conditions.

General naturalization

An applicant may qualify to apply after meeting the applicable lawful-residence period and the other conditions in the Citizenship Law. Completion of the residence period alone does not create an automatic right to approval.

Descent or birth-related eligibility

A person with a Turkish citizen parent or another qualifying family circumstance may have a route based on descent or civil registration rather than investment. The family records and date of the relevant event are central to this assessment.

The practical route-selection and filing order is explained in How to Get Turkish Citizenship from Pakistan.

Property Investment Route for Pakistanis

The real estate route is commonly considered because the applicant acquires a Turkish property while creating the basis for an exceptional citizenship application. The transaction must be structured for citizenship from the beginning.

Current official guidance requires qualifying real estate worth at least USD 400,000 or equivalent foreign currency and a title deed restriction preventing resale for at least three years. The accepted value, seller, bank trail, title procedure and investment confirmation must all support the same file.

Official Invest in Türkiye guidance also lists the USD 500,000 financial and capital routes and the route based on creating at least 50 jobs.

Thresholds and holding conditions are compared at Minimum Investment for Turkish Citizenship.

Buying Any Property Is Not Enough

A normal property purchase and a citizenship-qualifying purchase are not identical. A project description or agent statement does not prove that the exact unit, seller and payment structure comply.

  • The exact property must meet the applicable eligibility rules
  • The accepted value must satisfy the current threshold
  • The payment must follow the required banking and currency process
  • The seller and transaction history require review
  • The title deed must carry the required three-year restriction
  • The responsible authority must issue the investment confirmation

Transaction-specific checks are covered in Property for Turkish Citizenship.

Can a Pakistani Family Apply Together?

Under the exceptional investment route, the main applicant may generally include an eligible spouse and children who meet the applicable age or dependency conditions. Every included person needs a complete identity and civil-status file.

Family eligibility can become more complex where there is a previous marriage, sole custody, adoption, a child approaching an age limit or inconsistent parent details. These issues should be reviewed before the qualifying investment is completed.

Family member Key evidence
Main applicant Identity, civil status, investment and application documents
Spouse Passport, marriage record, birth or identity record and photographs
Child Passport, birth record, parental relationship and custody or consent where relevant

The detailed file is listed at Documents Required for Turkish Citizenship.

Basic Eligibility Checks Before Applying

  • A valid and consistent identity record
  • A recognised legal citizenship route
  • Complete civil-status and family evidence
  • Investment or residence proof relevant to the route
  • Accurate Turkish translations and authentication where required
  • No unresolved issue that prevents approval on national-security or public-order grounds
  • A file that can withstand official document and background review

Eligibility is route-specific. A person who does not qualify through investment may still have a valid family or residence ground, while a person with sufficient funds may still face problems if the investment and personal records are not compliant.

Do Pakistanis Need to Live in Türkiye Before Applying?

The exceptional investment route does not generally require the applicant to complete years of residence before the citizenship application. However, the investment-confirmation and investor residence-related procedures must still be completed correctly.

General naturalization is different because it relies on lawful residence and additional statutory conditions. Marriage and descent routes also use their own requirements. The rule for one route should not be applied to another.

Does Marriage Automatically Provide Citizenship?

No. Turkish law expressly states that marriage to a Turkish citizen does not automatically confer citizenship. The foreign spouse may apply after at least three years of continuing marriage, and the authorities assess whether the couple lives within the unity of marriage and whether national-security or public-order concerns exist.

Is Approval Guaranteed After Investment?

No. Investment confirmation establishes that the financial or property condition has been met. It does not replace the citizenship decision.

Applications may face questions where identity details conflict, family relationships are unclear, the source or movement of funds cannot be followed, the property transaction is non-compliant or official checks identify another issue.

Pakistan Dual-Nationality Position

Applicants should separately consider the effect of acquiring Turkish citizenship on their Pakistani nationality. Türkiye is not included in the Government of Pakistan's currently published list of 22 countries with which Pakistan has dual-nationality arrangements.

The official DGI&P dual-nationality page was last modified on January 9, 2026. Because nationality consequences are significant and can change, obtain current guidance from DGI&P, a Pakistan mission or qualified Pakistani counsel before completing the process.

Cases That Need Individual Review

  • Different spellings or birth dates across Pakistani documents
  • A previous marriage, divorce, widowhood or custody order
  • An adopted child or child applying with only one parent
  • Funds sent from a relative, company or unrelated account
  • A property bought before citizenship compliance was checked
  • A prior immigration, criminal or nationality issue
  • An applicant relying on marriage or residence rather than investment

What This Page Does Not Guarantee

This eligibility page cannot determine approval from nationality and budget alone. It also does not guarantee a fixed processing time, automatic passport issuance, a residence outcome, investment return or continued Pakistani nationality.

A reliable assessment should identify the route, family members, document risks, investment structure and nationality implications before the application begins.

Eligibility Checklist for Pakistani Applicants

Legal route A recognised investment, marriage, residence, descent or other ground applies.
Identity Passports, names, dates and nationality records are consistent.
Family Marriage, birth, custody and consent records support included applicants.
Investment The threshold, holding condition and confirmation authority are understood.
Documents Translations and authentication match the receiving authority's requirements.
Nationality The Pakistani dual-nationality consequences have been reviewed.
Expectations No adviser or seller has promised guaranteed approval.

Conclusion

Pakistanis can apply for Turkish citizenship when they meet the legal conditions of investment, marriage, residence, descent or another recognised route. The investment route is widely used, but it is not the only option and does not produce automatic approval.

The correct next step is to identify the legal ground, review the applicant and family records, confirm any investment structure and understand the Pakistani nationality position before submitting the file.
